How to Get a Ormoc City QR Code through Safe Ormoc Portal

(UPDATED 01/20/2022) On July 30, 2021, Ormoc City has released its revised guidelines on its COVID-19 response. The city strictly regulates the number of people going inside the city to lessen the exposure to risks associated with the COVID-19.

Just like Tacloban, Ormoc City requires individuals, travelers, transients, APORs, residents, and non-residents to have a QR code upon entering establishments located within the city. QR code for Ormoc City can be obtained through the “Safe Ormoc V2” website maintained by the LGU Ormoc- IT Division.


Safe Ormoc V2 provides a unique and distinctive QR code for individuals. The development of the QR Code system for Ormoc City is to prevent and monitor the spread of infectious diseases and minimize unwanted physical activity in contact tracing.

Aside from the QR code system, which has been implemented since last year, minimum public health standards are still observed in Ormoc City, including physical distancing, proper wearing of face masks and face shields, and appropriate hand etiquette.

What is Ormoc QR Code?

Ormoc QR Code is the City of Ormoc's official quick response (QR) system used for contact tracing purposes. It can be generated via the "Safe Ormoc" portal at https://safeormoc.com/, where users must first register for an account. Once registered, the Ormoc QR Code should be presented when entering establishments within Ormoc City.

How to register online QR Code for Ormoc City?

To get a QR Code for Ormoc City, you must register through Safe Ormoc V2’s website (https://safeormoc.com/). From there, you must proceed to the registration page by clicking the “REGISTER” button to continue with your QR code application.



You may also follow the simplified steps below on how to register for a QR code using SAFE Ormoc V2’s website:
 
1. Upon entering the website, you must click the “REGISTER” button, and a registration form will show up.

2. You must fill out the registration form with the following details (make sure that you only provide the correct information):

  • Your complete name (first name, middle name, last name, and suffix if available);
  • Your gender (male or female);
  • Your barangay (if you’re not from Ormoc, just choose non-resident)
  • Your complete address (House No., Block, Street, Purok, and other details if available); and
  • Your active mobile number and email address.
 


3. After entering all the details above, you must verify it for some errors.

4. If all the details are correct, you must read the Privacy Policy and then mark the check box.

5. You will now receive a QR code from Safe Ormoc V2’s website. You must save the image or screenshot it on your mobile phone. It’s also advisable to print a copy of it and then laminate it.


After your registration, you will instantly receive your Ormoc QR Code. You must take a screenshot of it and save it to your device.


What are the travel requirements for going to Ormoc City?

Note: Travel requirements to Ormoc City may have changed due to new IATF guidelines and quarantine classifications, which are updated monthly. 

On July 30, 2021, Ormoc City Mayor Richard I. Gomez signed EXECUTIVE ORDER NO. 192, Series of 202, the ‘REVISED GUIDELINES ON COVID-19 RESPONSE IN LGU ORMOC’, which will be effective from August 1 to 31, 2021.

For the travel requirements, if you are an inbound traveler or a non-resident, all persons coming to Ormoc City by land, sea, or air travel are allowed upon:
  1. Presentation and scanning of the Ormoc QR Code;
  2. Thermal scanning and with a body temperature of not higher than 37.5°; and
  3. When required, a valid identification card, only to validate the holder's identity of the Ormoc QR Code.
  4. When flagged by the border QR Code scanner as having exited Ormoc city for not less than twenty (20) consecutive days: a negative antigen certified by a licensed medical professional, Red Cross Saliva or RT- PCR results, taken from the place of origin and taken within seventy-two (72) hours before entry to Ormoc.


In addition, all persons, whether residents, transients and passing thru or coming to Ormoc by SEAPORT OR AIRPORT shall be required to present NEGATIVE ANTIGEN certified by a licensed medical professional, Red Cross Saliva or RT- PCR results, taken from the place of origin and taken within 72 hours before entry to Ormoc.

Individuals coming from Ormoc who travel to other areas; with negative antigen certified by a licensed medical professional, Red Cross Saliva or RT- PCR results taken in Ormoc within seventy-two (72) hours before travel back to this city; coming through the seaport or airport; may present the same result for the purpose of return to Ormoc. 


Those entering Ormoc through the bagsakan fish port, canting from and residents of areas without any laboratory that can perform the rapid antigen certified by a licensed medical professional or RT- PCR test, or a Red Cross Chapter that can provide the saliva test, must present a health certificate valid for seventy-two (72) hours before entry to Ormoc. 

As an alternative to the test results mentioned above, a COVID-19 domestic vaccination card duly certified by a City/ Municipal Health Office of the LGU or authority where the vaccination was completed or certificate of quarantine completion showing the holder's vaccination status as may be issued by the Bureau of Quarantine, whichever is applicable, may be presented to allow entry into Ormoc. This applies to Senior citizens who are traveling in between and across zones. 

Note: If you are a resident of Ormoc City, the QR code must be presented upon entering government offices, department stores, shops, restaurants, malls, and other establishments located within the city.


Highlights from the previous E.O. of the Ormoc LGU;

Whereas IATF Resolution No. 124-B, dated July 2, 2021, prescribed the guidelines on travel by fully vaccinated persons; 

  •  As an alternative to the test results mentioned, a COVID-19 domestic vaccination card duly certified by a City/Municipal Health Office of the LGU where the vaccination was completed or a certificate of quarantine completion showing the holder’s vaccination status as may be issued by the Bureau of Quarantine, whichever is applicable, may be presented upon entry into Ormoc. 
  • The movement of fully vaccinated senior citizens shall be allowed, subject to the presentation of a duly issued COVID-19 vaccination card certified by the City/Municipal Health Office.
  • No traveler shall be required to undergo quarantine unless they exhibit symptoms upon arrival in Ormoc, in which case, the following rules shall apply.
      • Travelers may be asked to present a negative antigen, Red Cross Saliva or RT-PCR test, taken within 72 hours from entry to Ormoc, or in the alternative, a COVID-19 domestic vaccination card duly certified by a City/Municipal Health Office or certificate of quarantine completion showing the holder’s vaccination status as may be issued by the Bureau of Quarantine, whichever is applicable.
  • If fully vaccinated, home quarantine for 7 days, provided that the individual remains asymptomatic for the duration of the 7-day period, with the 1st day being the date immediately after the last exposure. If an RT-PCR Test needs to be performed, it may be done not earlier than the 5th day after the last exposure.

How does the SAFE Ormoc V2’s QR code system work?

The QR code system of Ormoc City works for the following purposes, as stated in their privacy policy:
  • To generate a unique QR Code as identification;
  • For contact tracing purposes as an APOR, close contact, suspect/ probable/ confirmed COVID-19 case; and
  • To contact individuals: by email, telephone calls, SMS, or other equivalent forms of electronic communication, if ever said person has a close contact/encounter with a person suspected with COVID-19.
If you ever become a close contact or a suspected individual with COVID-19, Safe Ormoc V2 will then produce a report to be used by LGU Ormoc’s contact tracing team to reach you and notify You.


When did the QR Code system of Ormoc City become effective?

Since last year, Ormoc City has implemented its QR Code system. All public and private establishments must comply by having a QR Code scanner that they can use to record the information of individuals entering their premises through said system.

LGU Ormoc also adopted a local ordinance (No. 05, Series of 2021) on January 08, 2021, known as the “Ormoc City QR Code Contact Tracing Ordinance.” The said ordinance was created to ensure the adoption of a quick response (QR) code system for contact tracing purposes during a public health emergency.

It also requires imposing the mandatory registration of all residents in Ormoc City and non-residents who will enter the jurisdiction of the said city.


How to use Ormoc QR Code Scanner of SAFE Ormoc V2 for establishments?

The ORMOC QR Code Scanner provides a scanning system for establishments located in Ormoc City. It is helpful to prevent and monitor the spread of infectious diseases and minimize unwanted physical activity in contact tracing.

To use the Ormoc QR Code Scanner, you may follow the simplified steps below:

1. You must first go to Safe Ormoc V2’s website (https://safeormoc.com/). Afterward, you must click on the “DOWNLOAD SCANNER V2.1.2” button then install the apk file on the device of your choice

2. Login or sign in using the last 6-digits of your Business Permit’s Bill No. as USERNAME and default PASSWORD is 123456. (This requires an internet connection.

3. After successful download and login, you can now start scanning individuals who will enter your premises. Note:
  • Scanning is continuous and saves automatically without intervention.
  • APORS and people who are supposed to be on HOME QUARANTINE will be detected. Citizen’s entry should be denied for color codes RED and YELLOW. For GREEN, the entry should be allowed with STRICT Health Protocol.
  • SYNC your logs DAILY to automatically submit records and update the list of flagged individuals.
