Baybay City Pass QR Code Registration

A Baybay City Pass is required upon entering Baybay City. This article discusses how to get a QR Code through the Baybay City Pass web portal. 

(UPDATED) Since May 1, 2021, Baybay City LGU has strictly required the use of Baybay City Pass or BC Pass as a means for contact tracing and mitigate the spread of COVID-19 infection in the city through Executive Order No. 103 signed on April 15.

This means that residents and non-residents must use Baybay City Pass and its quick response (QR) code system as a condition for entry in checkpoints and establishment within the city. No person can enter any establishments and offices without presenting their Baybay City Pass QR Code.

Individuals can proceed with their Baybay City QR code registration through the Baybay City Pass portal at https://bcpass.baybaycity.gov.ph/. Baybay City residents without Internet access may register for a personal Baybay City Pass through the help of their local barangay officials in their area.

What is Baybay City Pass?

Baybay City Pass or BC Pass is the city’s unique QR Code system for contact tracing and other purposes. It was introduced by Baybay LGU’s City Inter-Agency Task Force for the Management of Emerging Infectious Diseases ( CIty IATF-MEID) at a meeting on April 12, 2021.

Said QR code system was determined to be viable within the framework and capabilities of the city government and not inconsistent with the technologies proposed and used by the national government for contact tracing and other purposes.

It is a portal to get an individual’s unique Baybay City QR Code, which residents, non-residents, and authorized persons outside residence (APORs) need. 


Where is Baybay City Pass QR Code used?

The Baybay City QR Code is used across Baybay City in all checkpoints, businesses, government or private offices, and other establishments within the city's territorial jurisdiction. Said institutions and establishments are required to install scanning devices in all of their entry points.

Individuals need to present a Baybay City QR Code if they wish to roam around the city and enter establishments. 


What are the requirements to get a Baybay City Pass QR code?

The requirements to get a Baybay City QR Code through the Baybay City Pass portal are (1) active mobile number,  (2) active email address, and (3) a photo of you for uploading.

Individuals need to use a mobile or desktop device that can access the internet through a Chrome Browser. Individuals who don’t have mobile or desktop devices and internet access are advised to go to the Sangguniang Kabataan or barangay officials of their location for immediate assistance.


How do I get a QR Code for Baybay City?

To get Baybay City QR Code through the BC Pass or Baybay City Pass, you must go to their online registration portal https://bcpass.baybaycity.gov.ph/login. Upon going to the Baybay City Pass website, you must click on the “Get An Account” button to proceed with your Baybay City QR code registration.

The Baybay City Pass web portal can easily be accessed through the Chrome browser. You may use the said browser for ease of access.

Before proceeding with your Baybay City QR Code registration through the Baybay City Pass portal, you must make sure that you have an active mobile number, email address, and a front-facing photo of yourself.

Note: Your email address will be used as your username once you log in.


2. Click on the  “Get An Account” button

Once you click on the "Get an account" button, you must fill out the Baybay City QR code registration form.

After clicking the "Get an account" button, you will be redirected to the Baybay City QR Code registration form, which you need to fill out.


3. Fill out the registration form and upload a photo

After you click the "Get an account" button, a registration form will show up, which you need to fill out to complete your Baybay City QR Code application.

You must fill out the Baybay City QR Code registration form and provide the following information: full name, mobile number, complete address, email address, and password.


4. Verify captcha and agree with terms and conditions


After filling out the registration form, you must answer and verify the captcha. Once done, you need to agree on the Baybay City Pass terms and conditions. Then click on create and wait for your online registration to be validated, as seen on the image below:

After you complete and verify your registration, the Baybay City Pass will validate the information you provided before you can proceed and receive your QR code.


5. Receive your Baybay City QR Code instantly

Once done with your online registration, you will be redirected to your personal dashboard to check your Baybay City QR Code. 

Once the portal validates your registration, you will instantly receive your QR code on your personal dashboard on the Baybay City Pass website. You must save a copy of the Baybay City QR code to your device. It is also advisable to print and laminate it.

How does Baybay City Pass QR Code work?

Baybay City Pass QR Code works as a system for contact tracing in the City of Baybay. It is in pursuance of the measures of Baybay City LGU against COVID-19 infection. All data collected and stored in Baybay City Pass will only be utilized for the said purpose.

The City Planning and Development Office of Baybay LGU, as the information and data controller, under the supervision of the City IATF-MEID, is responsible for the storage, security, and accessibility of the data gathered in Baybay City Pass.

The web app is easily accessible through Chrome browsers, where individuals can use it to access their individual QR Codes. The QR code must be presented upon entering establishments where QR code scanners are placed.


For effective contact tracing, the Baybay City LGU has required all establishments, businesses, and government or private offices within the city's territorial jurisdiction to apply for a Baybay City QR Entry Code where they need to implement the BC Pass System. They shall install scanning devices or mechanisms in all entry points of their establishments. 

A unique or individual QR Entry Code shall be assigned to each establishment upon application and registration thereof by downloading the BC Pass Application Form and Scanner app at https://bcpass.baybaycity.gov.ph.

Applicants shall fill-up the form and submit it to CPDO for approval and subsequent assignment of the QR Entry Code. 


Is online registration for Baybay City Pass QR Code free?

Yes, registering an online QR Code at the Baybay City Pass portal is FREE-OF-CHARGE. There are no charges upon using it. Individuals should refrain from registering through external sources for their security and privacy. 

The Baybay City LGU maintains that the QR code registration is exclusively at the Baybay City Pass website. Individuals just need to type"bcpass.baybaycity.gov.ph" on their Chrome browser to get a QR Code without the need to pay other people for their assistance.
