TACLOBAN CITY: New Travel Requirements and Guidelines

Here are the newest travel requirements and guidelines for individuals who are bound for Tacloban City this 2022. PHOTO: LGU Tacloban/Facebook

UPDATED 03/17/2022: Fully vaccinated Authorized Persons Outside of Residence (APORs), Returning Tacloban Residents (RTRs), tourists, and transients traveling to Tacloban City from outside Region 8 will be allowed to enter the city upon presentation of their vaccination cards.

Individuals who have not been fully vaccinated must present either a negative RT-PCR test administered within 72 hours or a negative COVID Antigen Test administered within 24 hours prior to their arrival in Tacloban City.

If you're bound for Tacloban City soon, either through direct flights or land travel, you must know the new travel requirements and guidelines due to the COVID-19 pandemic to avoid delays and further inconvenience on your part. 


Note: Some information might have changed since Tacloban City has been placed under Alert Level 2 classification status along with other areas in Eastern Visayas Region.

In this article, individuals going to Tacloban City will know the necessary documents that must be presented upon arrival in the city since LGU Tacloban has been strict again in checkpoints and borderline control points due to the surge of new COVID-19 cases. But before anything else, you must register under the BALIK TACLOBAN project to go here in Tacloban if you are a Returning Tacloban Resident (RTR).

What is the BALIK Tacloban project?

Note: BALIK Tacloban no longer applies as a travel requirements in Tacloban City. You can enter the City if you have a vaccination card and Tacloban QR Code.

Before knowing the travel requirements, if you're from outside Eastern Visayas and will stay in Tacloban City, you must get a travel pass first. Just register on the  Balik Tacloban website: www.baliktacloban.tacloban.gov.ph.
 
The Balik Tacloban Project is under the Philippine government’s “Balik Probinsya, Bagong Pag-asa Program.” It ensures a whole-of-government action in implementing the program towards balanced regional development, sustainable employment opportunities in the countryside decongestion of Metro Manila, and improved quality of life in rural areas.

 
The persons who must register on the BALIK TACLOBAN website are the following individuals: Returning Tacloban Resident (RTR)/Locally Stranded Individuals (LSIs), Returning Overseas Filipino Workers and Returning Overseas Filipinos (ROFs and ROFWs), Authorized Person Outside of Residence (APOR), and transients.

Note: Tacloban-bound travelers (travelers staying in Tacloban) from high-risk areas, negative COVID-19 swab test result is required.

 
QR Codes of newly-arrived RTRs, ROFs/ROFWs, and APORs will be tagged for 10 days for monitoring purposes. Previously, individuals can get an acceptance letter under the BALIK TACLOBAN project through the following steps:
  1. Go to BALIK TACLOBAN website: http://www.baliktacloban.tacloban.gov.ph
  2. Fill out the registration form on the website with your correct details.
  3. Submit the result of your RT-PCR test (for non-vaccinated individuals) that should be administered within three (3) days or seventy-two (72) hours from the travel schedule.
  4. Documentary requirements (mentioned in the next section: "What are the travel requirements for going to Tacloban?").

What are the travel requirements for going to Tacloban?

On March 16, 2022, Mayor Alfred Romualdez of Tacloban City signs Executive Order No. 2022-03-001, An Executive Order implementing the Inter-Agency Task Force (IATF) Guidelines for areas classified as Alert Level 1.

Visitors from regions other than Region 8 will be admitted to the city upon presentation of their vaccination card. Individuals who are not fully vaccinated must present a negative RT-PCR result obtained within seventy-two (72) hours prior to their arrival in the city, or a negative COVID-19 antigen test obtained within twenty-four (24) hours prior to their arrival in the city.

Establishments may operate at full capacity as long as they adhere to applicable public health standards. Apart from the mandatory QR code for the Tacloban City SCAN System, businesses must require customers to present their vaccination cards upon entry.

For Authorized Persons Outside of Residence (APORs):

  • Valid government-issued ID;
  • Official travel or work order (with itinerary in Tacloban City or any equivalent document); and
  • COVID-19 domestic vaccination card OR negative antigen test result if coming from high-risk areas.
 

For Returning OFWs/Overseas Filipino Workers:

  • Valid government-issued ID; and
  • Certificate of quarantine completion from Bureau of Quarantine w/ vaccination status.

For Returning Tacloban Residents:

  • Valid government-issued ID; and
  • COVID-19 domestic vaccination card OR negative antigen test result if coming from high-risk areas.
 

For Transients and Visitors:

  • Valid government-issued ID; and
  • COVID-19 domestic vaccination card OR negative antigen test result if coming from high-risk areas.
 
Note: An Acceptance Certificate/Letter of Acceptance with an imprinted Tacloban City SCAN QR Code shall be issued once you’re fully registered on the BALIK TACLOBAN website. The issuance of the Letter of Acceptance will take 1-2 working days upon submission of the application.

Said documents are no longer needed to be submitted online.
 

For individuals passing through Tacloban City:
 
You must coordinate with the local government unit (LGU) of your destination. You are not required to register on the BALIK TACLOBAN website and will not need to undergo COVID-19 testing. If you'll be in Tacloban for a short period, register for a Tacloban City QR Code.
 
For individuals within Eastern Visayas Region:
 
If you are from Eastern Visayas and want to go to Tacloban City, you only need to download the Tacloban City QR code app "Safe City" and register for a QR Code. Bring a valid government-issued ID to be presented at the border checkpoints.

ALL TRAVELERS to Tacloban City shall comply with the mandatory Public Health Standards against COVID-19 as follow: 

  1. Wearing of FACE MASK AND FACE SHIELD while in public places, public transportation, or in a gathering;
  2. Maintaining a distance of at least one (1) meter radius between and among persons in any setting or circumstance that will likely transmit a virus;
  3. Observing cough etiquette and proper hygiene; and
  4. Other standards are required by the competent authority. 

What to do before going to Tacloban City?

Before you depart for Tacloban City, you must prepare the hard copies of the documents you sent under the BALIK TACLOBAN project and the "Letter of Acceptance" from LGU Tacloban since it has the Tacloban City SCAN QR Code, which you need upon entering the city.
 
Said documents will be presented in the referral booths set up in terminals upon arrival. You may also check with LGU Tacloban for updated guidelines, if available, so you may know possible additional requirements or steps that you need before your departure to Tacloban.

Note: All travelers who have been approved and given the “Letter of Acceptance” by Tacloban City Mayor's Office, will have their QR Code tagged as LSI/APOR for 10 days upon arrival in Tacloban City.
 
While the mandatory quarantine is no longer in effect, the tagging of QR codes is for monitoring purposes of the travelers who have recently arrived in Tacloban City. Travelers with tagged QR Codes can be allowed to enter offices and establishments but it's within their final discretion to allow or restrict any individual who will enter their premises.
 
The QR Code of travelers will be automatically untagged after 10 days. Travelers who have lacking travel documents or manifesting flu-like symptoms will undergo mandatory quarantine upon arrival.
