Secure Biliran QR Code Registration

Know the latest and updated guide on how to get a Secure Biliran QR Code for residents and non-residents of LGUs within Biliran Province.

(Updated 07/31/2021) On May 1, 2021, the Provincial Government of Biliran strictly implemented its new protocols on contact tracing and border control through Executive Order No. 12. The said directive requires residents and non-residents of Biliran to use the “Secure Biliran QR Code” platform.

Secure Biliran QR Code provides a unique quick response (QR) code for residents and non-residents across Biliran Province. It is the province’s official contact tracing system and can also be used as a travel pass alongside the travel coordination permits through S-PaSS if you’ll be going to Biliran.

If you are a resident, an authorized person outside residence (APOR), and a non-resident, you need to get a Secure Biliran QR Code since it is required to log an individual’s movement in Biliran Province and mitigate the spread of COVID-19 disease.

What is Secure Biliran QR Code?

“Secure Biliran QR Code” is an automated contact tracing system of the Province of Biliran which provides a unique and distinctive quick response (QR) code to residents or non-residents of the said province. It also acts as an entry pass for outsiders to be able to go inside the province and its municipalities as follows: Almeria, Biliran, Cabucgayan, Caibiran, Culaba, Kawayan, Maripipi, and
Naval.

Establishments and offices in Biliran province require individuals to have a Secure Biliran QR Code to enter their premises. 


What are the requirements to get a Biliran QR Code?

To get a QR code through Secure Biliran’s website, you need to prepare the following before you fill out the registration form:

1. A valid and active email address for receipt of the verification code.
2. A valid and active mobile phone number. 
3. A copy of the following, which you need to upload on their website:
  • Recent Photo of your face; and
  • Photo of your valid ID.


How to register an online QR Code for Biliran?

To get a QR Code for Biliran province, you must register through Secure Biliran’s website: http://www.register.securebiliran.net/. You can access the link either through mobile or desktop devices. From there, you must proceed to the registration form by clicking on the “Yes, Proceed” button.

You may also follow the easy and simple steps below for registering through Secure Biliran QR Code’s website:

For iOS devices, it is recommended that you use Safari Web Browser. For android, you can use the Google Chrome browser for easy navigation.

2. Click on the “Yes Proceed” button

Once you go to Secure Biliran's website, a message will pop up reminding you of your Biliran QR Code registration requirements. Click on "Yes, Proceed" to continue.

Before proceeding, you must have the requirements first, especially a digital copy of your photo and a valid government-issued identification card.


3. Fill out the Biliran QR Code registration form

After clicking the "Yes, Proceed" button, you must fill out the Secure Biliran registration form with your complete information.

You must fill out the Biliran QR Code registration form and provide the following information: first name, middle name, last name, age, gender, civil status, email address, and mobile number.

4. Choose the type of residency

When you are done filling out your information details, you must choose the type of your residency.

After filling out the information above, you must choose the type of residency for your online QR code registration. If you're a resident of one of the municipalities of Biliran Province, you must select Biliran Resident. If you’re residing outside of the province, you must choose non-resident.


5. Upload necessary documents

After filling out the type of your residency, you must now upload a copy of your recent photograph and your valid government-issued ID to continue with your Biliran QR Code registration.

To upload the necessary documents to the Secure Biliran QR Code portal, you must tap on the “Choose File” button to select your files. A certified Philippine Statistics Authority (PSA) copy of a birth certificate or barangay certification with your photo can be used in the absence of a valid ID.

List of acceptable IDs for your Biliran QR Code registration: 

  • SSS/GSIS/UMID;
  • Driver's License;
  • Passport;
  • PRC;
  • Philhealth;
  • TIN;
  • NBI Clearance/ Police Clearance;
  • Postal ID;
  • Voter's ID/Voter's Certification; and
  • Senior Citizen ID/Solo Parent ID/PWD ID.


6. Agree on Secure Biliran’s Privacy Policy

Once you're done uploading the necessary documents, you must agree with Secure Biliran's privacy policy to continue with your QR code registration.

After uploading the required documents, you must agree with Secure Biliran QR Code (SBQR)’s Privacy Policy authorizing the Biliran Provincial Government to collect and process the data you have provided.

7. Click on the “submit” button

After you agree with the privacy policy of the Secure Biliran QR Code, you must tap on "Submit" to continue with your registration.

Once you’re done agreeing with the Privacy Policy for your Biliran QR code registration, you must click on the “submit” button. By clicking the submit button, you confirm that the information you have provided is true and correct.


8. Enter OTP code to confirm registration

After submitting your information and documents, you will receive an OTP code. You will use this code to confirm your QR code registration.

A one-time pin (OTP) or verification code will be sent to you through the mobile number or email address you provided. Once you receive this, enter the code to confirm your Secure Biliran QR Code registration.

If you are not able to enter your verification code, you may contact the ff.:
  • For Biliran residents: Contact your MDRRMO;
  • For non-Biliran residents: Send an email to admin@securebiliran.net with the following details: name, email, phone number, address, and verification code.

Wait for the notification once your registration is processed. The SBQR support team may not reply to your email, but your verification code will be noted accordingly.


9. Your registration is now received by the system

When you're done with Steps 1 to 8, your registration will be processed, and a text message will be sent to you once approved.

After successfully completing your registration, you will have to wait within 24 hours for the verification process. Once your Secure Biliran QR code registration is verified, you will receive a message on your mobile device or email with the link to view and save your Biliran QR code.

For residents: THE LGU MDRRMO will process the registration, check the information, valid ID, and photo submitted. If all are okay, then it will be approved.

For non-residents: the Provincial Secure Biliran QR (SBQR) Team will process the registrations


10. Download and save your Secure Biliran QR Code

Once your Secure Biliran QR Code registration is approved, you will receive a text from SBQR with your QRID No. Go to myqr.securebiliran2.net to view your actual QR code.

After your Secure BIliran QR Code registration is verified and successful, you may now download and save your QR ID. It is advisable to print and laminate it for your convenience. 

You may go to https://myqr.securebiliran2.net/ to view your Secure Biliran QR ID.

Once your registration is approved, you will receive a QRID number to check on Secure Biliran's My QR code portal (myqr.securebiliran2.net). After entering your QRID, you will receive a QR code like this. You must save it and print it afterward.



Where is the Secure Biliran QR Code used?

Per the latest executive order (E.O. No. 24-2021) on June 25, 2021, all Local Government Units (LGUs) in Biliran Province are mandated to impose the use of the Secure Biliran Quick Response (SBQR) Code by all Biliranons, non-residents, and in all Business. 

Establishments, government, and private offices are required to ask individuals for their Secure Biliran QR Code upon entering their premises.

What are the requirements for individuals going to Biliran Province?

All individuals going to Biliran Province must have a Secure Biliran QR code due to the intensification of strict border operations such as determining persons allowed for entry and exit. For this purpose, all essential workers and those who will travel for medical/humanitarian reasons shall secure Travel Passes from their respective LGUs in the province.

Returning Residents/LSIs/and other Non-­APOR/Essential Workers

Under Local Executive Order No. 21, the acceptance of LSI/Returning Residents is temporarily suspended indefinitely as of July 01, 2021, until the surge of local transmission has abated. Returning Overseas Filipino Workers (OFWs) shall continue to be accommodated by their home municipalities.


Authorized Persons Outside Residence (APOR)

The movement of APORs shall be unhindered, provided that they comply with the following requirements upon entry at the border:
  • Valid ID
  • Mission Order or Travel Order
  • Secure Biliran QR Code
  • Other documents may be required to establish APOR privilege.

Occasional/Non-frequent APORs coming from within Region 8 are mandated to coordinate with their destination LGUs and/or receiving agencies/offices for awareness and information ahead of time. 
APORs coming from outside Region 8 shall require approval from the Provincial IATF for testing and documentation before arrival in the province. 

APORs who travel daily shall be required to present a Work Return Order or Certification to that effect from the agency/company where employed.


Conclusion

Registration for a Secure Biliran QR Code is easy as long you provide all the requirements needed. After you fill out and complete the Biliran QR Code registration form, you must wait for approval between 2 to 3 days.
