Construction of control tower building for the Tacloban Airport nears completion

TACLOBAN CITY — Construction of the control tower building of the Tacloban City Airport in Brgy. San Jose is 82% complete, according to the most recent report of the Regional Development Council VIII-Regional Project Monitoring Committee (RDC VIII-RPMC).

The Committee’s monitoring team inspected the site as part of their third-quarter 2021 field monitoring and validation activities on 21 July 2021. Construction of the structure is going well, with the team reporting a slippage of positive 1.19%, meaning that the project is 1.19% ahead of schedule.
The project is expected to be completed by October this year.

While construction of the building is close to completion, the current project contract does not include items that will completely operationalize the control tower building such as the furnishing of new equipment/instruments, electrical features, plumbing fixtures, and elevator among others.

The Department of Transportation (DOTr) is urgently looking into the provision of the needed funding support for the lacking building features and control tower accessories and instruments to ensure that the control tower is fully operational in time with the completion of the new terminal building in 2022. 
Meanwhile, the construction of the new terminal building is already behind schedule with a slippage of negative 11.96%. Currently, only 6.63% of the construction has been completed.

To address this issue, the monitoring team recommended that the Civil Aviation Authority of the Philippines (CAAP) require the contractor to submit a catch-up plan and closely monitor its implementation to complete the project based on the new contract timeline.

Due to the significance of the project, construction is being fast-tracked for completion by January 2022. (Article by Knulp Aseo, DRD/Erlito H. Vitor, PMED)
