PHILIPPINES – The Department of Migrant Workers (DMW) has declared the overseas employment certificate (OEC) free of charge, effective July 29, to simplify the processes for returning Overseas Filipino Workers (OFWs). The agency also dropped the requirement for official receipts for the certificates.

The OEC, which previously served as an exit clearance for all departing OFWs, used to be processed on-site with a P100 fee, valid for 60 days. It was also necessary for OFWs to avail exemptions from travel tax and airport terminal fees.

With the latest development, the DMW introduces the "OFW Pass" application, providing a convenient digital alternative to the traditional OEC. This new digital pass allows OFWs to access a secure version of their OEC without any charges. Moreover, the "OFW Pass" exempts them from paying travel tax and airport terminal fees.

This technological advancement is a significant relief to countless OFWs who can now avoid the hassle and cost of obtaining the physical OEC. The introduction of the "OFW Pass" demonstrates the government's commitment to streamlining processes and utilizing digital solutions to better serve the needs of migrant workers.
