LIST: National ID Requirements for Applicants in the Philippines

To get a National ID (PhilID), an individual must have a supporting document to prove their identity, such as a live birth or passport. Learn here about the national ID requirements.

(UPDATED) Republic Act No. 11055, otherwise known as the Philippine Identification System Act, seeks to establish a single national identification system for all Republic of the Philippines residents and permanent foreign residents.

The National ID (PhilID) serves as valid proof of identity provided PhilSys, signed into law by President Rodrigo Roa Duterte in August 2018. It is a means of simplifying public and private transactions and a social and economic platform that promotes seamless social service delivery and strengthens financial inclusion for both public and private services.

The PhilSys initiative prioritizes inclusive coverage, allowing access to the most vulnerable groups, including the impoverished, individuals living in geographically isolated and disadvantaged places, indigenous peoples, and people with disabilities.

Why do I need to apply for a National ID (PhilID)?

A National ID (PhilID) is necessary because it is a valid proof of identity that can be used to transact with both the government and the private sector. It is a non-transferable card that is issued upon successful PhilSys registration.

Is a one-of-a-kind identification card that does not replace existing functional IDs that serve other functions.

What are the information that will be collected for the National ID?

The information collected and stored by the PhilSys shall be restricted to the following:

Demographic Information

  • Full Name;
  • Gender;
  • Date of Birth;
  • Birthplace;
  • Blood Type;
  • Address;
  • Filipino or Resident Alien;
  • Relationship Status (optional);
  • Phone number (optional); and
  • Contact information via email (optional).

Biometric Information

  • Front Facing Photograph;
  • Complete Set of Fingerprints; and
  • Iris examination.

What is the purpose of a National ID (PhilID)?

According to the National Economic and Development Authority, the PhilSys is intended to:

  • Make services more efficient and accessible. PhilSys will be available to all Filipinos, and its credentials will be accepted for most transactions. It will facilitate access to financial, social, healthcare, and other government services.
  • Induce the ease of doing business. It will serve as a platform for the government and commercial sector to identify and authenticate their customers in a digital and automated manner, both in-person and online transactions.
  • Improve service integrity while reducing fraud. PhilSys will uniquely identify each registered person on a national scale with high assurance, eliminate identity fraud, increase the integrity of functioning identification registries, and enable and promote participation and trust in digital government and the digital economy.
  • Encourage participation and trust in digital government. PhilSys helps the government and corporate sector to make a more widespread transition to digital, online citizen-centric service delivery; and
  • Give Filipinos more power over their personal data. The PhilSys will allow PSN holders to control who sees what data about them while conducting transactions using the PhilSys, contributing to increased transparency and responsibility for utilizing data in the Philippines.
Having a foundational digital ID system in place, such as PhilSys, will aid in the country's development. As a result, the Philippines will be able to transition away from inefficient and expensive physical documents, processes, and credentials and toward using digital counterparts.
