Southern Leyte and Maasin City now require S-PASS for travelers

Travelers to Southern Leyte and Maasin City must now have an S-Pass account to obtain travel permits such as the Travel Coordination Permit (TCP).

(UPDATED) The Provincial Government of Southern Leyte has adopted more substantial border restrictions and the deployment of a travel management system to effectively track people's movements and help mitigate the spread of COVID-19 disease and its variants of concern, such as the 'delta variant.'

Southern Leyte Governor Damian G. Mercado recently signed Executive Order No. 51, Series of 2021, which mandates the use of S-PaSS to secure travel passes, such as the Travel Coordination Permit or TCP, for travelers who intend to visit local government units (LGUs) under the province's jurisdiction (including Maasing City).

Transient travelers (APORs or Non-APORs), OFWs, and residents returning to the province are required to present an approved travel coordination permit (TCP) obtained through the said travel management system, either electronically or in hard copy.

Travelers must allow at least one day for their travel passes to be approved after uploading all required documents. TCP approval times vary depending on the local government unit (LGU) where the traveler intends to go.

Meanwhile, according to a social media post made by Atty. Jezainne Gail Acasio, Maasin City LSI Coordinator, the city of Maasin began using S-PaSS on September 13, 2021.

She added, they must create their own account, following the "one person, one account policy." The system will be accessible to them through their login details, and they will simply apply for TCP every time they need to travel, with the application being submitted through the website.

As Acasio points out, it is critical for returning residents to provide current phone numbers to be contacted as soon as possible if there is a problem with their application.

With the threat of the Delta variant, S-PASS is being used following the National Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) guidelines and as an additional way to strengthen monitoring COVID-19 cases in the province to reduce its spread.
