How to Register and Generate NAPANAM QR Code


Going to La Union? You must know how to register for a NAPANAM QR Code and the latest travel requirements upon traveling there.

(Updated 12/16/2021) Since January 2021, the Provincial Government of La Union (PGLU) has institutionalized the NAPANAM QR Code as its centralized contact tracing system wherein residents and non-residents in the province must have a NAPANAM QR Code.

NAPANAM QR Code was developed by the PGLU to pro-actively respond to the current pandemic through innovative measures that strengthen standards of health-influenced procedures. 

The NAPANAM - La Union Contact Tracer took second place in the Provincial Government-to-Government (G2G) category of the Digital Governance Awards 2021 organized by the Department of Information and Communication Technology (DICT), the Department of Interior and Local Government (DILG), and the National ICT Confederation of the Philippines (NICP).

PGLU aims to establish NAPANAM QR Codes in all public and private places in the province of La Union to prevent the spread of COVID-19 through paperless documentation and real-time monitoring of the movement of the people.

What is NAPANAM QR Code?

NAPANAM is the COVID-19 contact tracing system of the Province of La Union. It is an Ilocano term that means “Where have you been?”

It is a province-wide and centralized tracking system that uses a quick response (QR) code to monitor an individual's places visited and contact listings. All residents or non-residents should register to the NAPANAM web application and generate their own QR Codes to be presented at the border control points. 

Individuals going to La Union are encouraged to register at least three (3) days before their intended entry or exit to accommodate their QR Code validation, approval, and generation. 


Where I can download or generate a NAPANAM QR Code?

To download or generate a NAPANAM QR Code, an individual must go to https://npnm.launion.gov.ph/#/regqrpass and choose the type of application for their individual QR code registration.

All residents in the local government units (LGUs) under the jurisdiction of the Province of La Union must register for a NAPANAM QR Code. Particularly those who reside in Agoo, Aringay, Bacnotan, Bagulin, Balaoan, Bangar, Bauang, Burgos, Caba, Luna, Naguilian, Pugo, Rosario, San Fernando City, San Gabriel, San Juan, Santo Tomas, Santol, Sudipen, and Tubao.

Individuals must fill out the NAPANAM QR Code form and complete the registration process.


What are the requirements to get a NAPANAM QR Code?

Residents and non-residents who want to register for a NAPANAM QR Code must have a stable internet connection and a capable device to access the web portal. Individuals must also have the following:

  • Active mobile number and email address (for verification); and
  • An active mobile number of the contact person.
For activation of NAPANAM QR Pass ID, you are required to send a government-issued ID with your birth date and address to their FB messenger (@napanam.elyu) or their email at napanam@launion.gov.ph.

For TOURISTs, you must go to https://tarana.launion.gov.ph/#/ and provide the following (for identification):

  • Profile photo;
  • Valid government-issued ID; and
  • Selfie of you holding the valid ID.


How do I get a NAPANAM QR Code?

To get a NAPANAM QR Code, an individual must go to https://npnm.launion.gov.ph/#/regqrpass and choose their registration type (resident, returning resident, non-resident, tourist, etc.). After that, they must fill out the information required to complete their NAPANAM QR Code registration.

To begin your registration, you must directly go to the mentioned web link (https://npnm.launion.gov.ph/#/regqrpass) and access the NAPANAM QR Code registration portal.

Individuals may access https://napanam.launion.gov.ph/ and then click on "Individual QR Pass" and click on the register button that will appear. Once you click the "Register" button, you will be redirected to the actual Napanam QR Code registration page (https://npnm.launion.gov.ph/#/regqrpass).

Note: You must only register once and wait to get verified. The information must be truthful and reviewed carefully before submission. If you wish to send queries, message the management of Napanam QR Code via their official Facebook page.


2. Choose your type of registration

To continue, you must select the options for the type of your  NAPANAM QR Code registration.


Before you proceed, you must choose your type of registration. There are seven options to choose from, which are the following:

  • Resident and currently in La Union
  • Returning Resident of La Union
  • Non-Resident WITH OFFICIAL business in La Union
  • Non-Resident WITH PERSONAL purposes in La Union
  • OFW going home to La Union
  • Tourist
  • Passing through La Union
You may also select the "I AM TRAVELLING" option to see the list of travel classifications.

Once you are done choosing your type of registration, you may now proceed with your Napanam QR Code registration and fill out the form.


3. Fill out the NAPANAM registration form

Next, you must fill out the registration form. There are different forms for the type of your registration. Make sure to put your complete and factual information.

You must fill out the registration form and provide the following information: full name, birth date, age, mobile number, complete address, and contact person. 

In addition, once you are done filling out the Napanam QR Code registration form, you must provide a health declaration.


4. Agree with terms and then click on submit

To complete your NAPANAM QR Code registration, you must agree with the terms and conditions before clicking on the "submit" button.


After filling out the registration form and health declaration, you must agree with Napanam's terms, conditions, and privacy policy. By this point, you must click on the "submit" button to finish your Napanam QR Code registration.


5. Retrieve your Napanam QR code and activate it

After you complete Steps 1 to 4, you will receive a NAPANAM ID number on your email, which you can use to retrieve your QR ID or QR Pass. Activate it through Napanam's retrieval link.

Finally, you can immediately retrieve your NAPAMAN QR Code or QR Pass ID after completing your registration at  https://npnm.launion.gov.ph/#/getqrpass. You must check your email for registration notification and take note of your QR PASS ID number. It usually takes 24 to 48 hours before you receive the email.

Upon successful verification and approval, you must input the NAPANAM QR Pass ID number you received in your email, together with your birth date and your mobile number. Ensure that the birth date and the mobile number match the details you provided in the Napanam portal to avoid further inconvenience.

To activate your NAPANAM QR Code, just send a digital copy of your government-issued ID to napanam@launion.gov.ph.

Why do we need to use NAPANAM QR Code?

If you are a resident or an individual staying in La Union, you need a NAPANAM QR Code since it is mandatory per the Provincial Ordinance. 289-2021. Meanwhile, all establishments (business, leisure, government, and public) in La Union are also required to use the NAPANAM QR Code system. 

For this reason, all government and private establishments are utilizing the NAPANAM system scanning point to enable tracing of all their customers/clients; and assign a focal person to scan QR codes of their clients/customers.


In addition, the Information and Communication Technology Unit (ICTU) under the Office of the Governor (OPG) ensures that: 

  1. All individuals are provided their own QR codes upon application subject to submission of required documents; 
  2. NAPANAM system is adequately maintained to avoid downtime in use thereof; 
  3. All establishments are provided assistance in installing the NAPANAM scanning point system;
  4. All data gathered are protected under the provisions of the Data Privacy Act; and 
  5. Perform other related functions necessary in the proper implementation of the NAPANAM system in the province.

Micro establishments that cannot install and use the NAPANAM system scanning point are required by the PGLU to provide a logbook for their customers/clients. The latter shall provide their personal QR code number, date, time of their visit, and signature.

In all instances, no individual shall enter any establishment or be provided service if they do not have any QR code.


What are the travel requirements for individuals going to La Union?

All individuals from ECQ and MECQ areas who will enter La Union for essential purposes need to present a negative RT-PCR test result, including those who are fully vaccinated per the La Union Provincial Government (Executive Order No. 32, series of 2021.)

Individuals who enter or stay in La Union must have a NAPANAM QR code and a valid government-issued ID. These guidelines are effective starting on August 2, 2021:


Residents and non-residents

Vaccination Cards will only be accepted in place of the negative RT-PCR test results if individuals come from GCQ AND MGCQ Areas. It shall apply to residents and non-residents who desire to enter the Province of La Union for non-leisure purposes. 

Vaccination cards will NOT BE ACCEPTED for travelers coming from areas to be placed under ECQ and MECQ by the IATF:

  • ECQ- National Capital Region; Iloilo City, CDO City, and Gingoog City
  • MECQ- Ilocos Norte, Bataan, Lapu-Lapu City, Mandaue City, Cebu City

Tourists (non-essential travelers)

All tourists who will enter the Province, regardless of complete vaccination, will still be required to present a negative result of RT-PCR taken at least 72 hours before they may be allowed to enter the Province.


Overseas Filipino Workers (OFWs)

Overseas Filipino Workers (OFWs), regardless of the purpose for inbound entry to La Union, shall be governed by IATF Resolution No. 119, Series of 2021, and shall be allowed access to the borders provided that: 

  1. The OFW shall present their vaccination card. If such OFW has not yet completed his 2 doses, he shall be required to show a Certification from the Bureau of Quarantine that they have completed the prescribed quarantine days;
  2. The vaccines administered to the OFW are included either in the Philippine Food and Drug Administration (FDA) Emergency Use Authorization (EUA) List or through a Compassionate Special Permit (CSP).
Note: In all instances, regardless of the classification of individuals and purposes of entry, they shall be required to register for a NAPANAM QR Code and present a valid Identification Card.


Is NAPANAM QR Code free?

The NAPANAM QR Code is free of charge and intended for the residents and non-residents of La Union to report their movement during the pandemic. 

Meanwhile, all establishments within the province's jurisdiction are required to adopt NAPANAM QR Code as part of the contact tracing efforts of the Provincial Government of La Union (PLGU) to mitigate the spread of the COVID-19 disease (per Provincial Resolution No. 1122-2020).


Conclusion

The NAPANAM QR Code registration portal is easy to access and user-friendly, which means that anyone can access it with ease. If you'll be going to La Union soon, it is advisable to register on the portal three days ahead since verification usually takes 24 to 48 hours.
