TACLOBAN CITY – The City Government of Tacloban's outstanding commitment to community development has been recognized with the top prize in the 2023 Rafael M. Salas Kaunlarang Pantao Awards Regional Search for Most Outstanding Barangay Population Volunteer.
The event, organized by the Commission on Population Development (CDP), took place on July 11 at the Hotel Alejandro in Tacloban City. It recognized the city government's outstanding efforts in advancing population and development programs within its communities.
Tacloban City emerged as the clear winner, surpassing two other formidable finalists, leaving its close contender, Ormoc City, behind. Melissa Rafols, a passionate Barangay Service Point Officer (BSPO) from Brgy. 106 Sto. Niño, Tacloban City, was honored as the Most Outstanding Barangay Population Volunteer under the City Category.

With eight years of dedicated service to her barangay, Melissa will represent Eastern Visayas in the national validation alongside the municipal category winner from Carigara's local government.
This recent achievement is a significant milestone for the Tacloban City Population Office, further validating their effective implementation of programs focused on adolescent health and development, responsible parenthood, and family planning.
The success can be attributed to a well-organized network of committed barangay service point officers and a consistent emphasis on education and communication (IEC) advocacy.
During the award ceremony, regional winners were presented with plaques and cash prizes as tokens of appreciation for their commendable contributions. Distinguished personalities attended the event, including CPD Regional Director Elnora R. Pulma, keynote speaker Southern Leyte Vice Governor Rosa Emilia Mercado, and Tacloban CPO Chief Cielito Esquibel.
