Libreng Sakay expanded to Tacloban-Biliran route

TACLOBAN CITY – Commuters in Tacloban and Biliran province can now enjoy even more convenient travel thanks to the Department of Transportation (DOTr) and Land Transportation Franchising and Regulatory Board (LTFRB)'s "Libreng Sakay" initiative under the Service Contracting Program (SCP).

The Land Transportation Franchising and Regulatory Board in Eastern Visayas (LTFRB-8) announced in an advisory on Thursday, June 2, 2022, that Visayas Ventures, Inc. and VP Bus Line Corporation will provide free rides from Tacloban City to Biliran province and vice versa.

All travelers, particularly APORS, healthcare workers, and frontliners, are welcome to use the bus companies' free transportation during the following hours:




VISAYAS VENTURES, INC. (ROBINSONS MARASBARAS - BILIRAN & V.V)
  • Travel time: From 4:00 am – 5:00 pm
  • Units avaliable for Libreng Sakay: 3 Public Utility Bus


VP BUS LINE CORPORATION ( ROBINSONS MARASBARAS - BILIRAN & V.V)
  • Travel time: From 4:00 am – 7:00 pm
  • Units avaliable for Libreng Sakay: 8 Public Utility Bus

The Service Contracting Program was implemented by the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB) in accordance with President Rodrigo Roa Duterte's marching orders to address the needs of commuters, operators, and drivers.


DOTr Secretary Art Tugade believes that the additional income for program participants, as well as the fare savings for commuters, will be a big help in meeting their daily needs, especially now that many of our countrymen's livelihoods are still being affected by the Covid-19 pandemic and the continued rise in fuel prices and commodities.

The number of cooperatives and corporations that participated in SCP Phase III to provide free public transportation services to communities has increased with the support of Regional Director Gualberto N. Gualberto and the assistance of the Project Implementing Unit (PIU-Team) Region 8.

Operators, drivers, and commuters are reminded by LTFRB Region 8 to follow IATF guidelines and standard health protocols for the safety of our passengers. —iTacloban
