Tacloban City Travel Requirements for 2021

The latest and updated travel requirements for traveling to Tacloban City.

(Updated 10/06/2021) Tacloban City was placed under General Community Quarantine (MGCQ) again on October 1, 2021, by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) until October 31, 2021.

This means that Tacloban City's travel policies must be revised in accordance with IATF omnibus guidelines. Areas subject to GCQ must always maintain minimum public health standards, such as wearing face masks and shields in public while observing social distancing.

The IATF-EID guidelines also state that the road, rail, maritime, and aviation sectors of public transportation are permitted to operate at such capacity while adhering to the protocols established by the Department of Transportation (DOTr). This means that people from outside Tacloban can travel to and enter the city, but they must adhere to certain travel requirements or guidelines.

Where are the "HIGH-RISK" areas located?

On October 6, 2021, Tacloban LGU through Tacloban Safe City shared the new requirements of traveling to Tacloban City from the "HIGH-RISK" areas. 

Travelers from these locations who will return, stay and have transactions within the City will have to present a negative coronavirus test as one of the entry requirements and register on the Balik Tacloban website: www.baliktacloban.tacloban.gov.ph.

According to the most recent IATF Resolution, the following are "high-risk" areas:

  • LUZON: Cordillera Administrative Region: Kalinga, and Apayao Batanes Region III: Bulacan, and Bataan Region IV-A: Cavite, Lucena City, Rizal, and Laguna ,Naga City, NCR. Abra and Baguio City Ilocos Sur and Pangasinan Cagayan, Isabela, City of Santiago, Nueva Vizcaya and Quirino Quezon Province, and Batangas.
  • VISAYAS:  Iloilo Province & Iloilo City, whole of Cebu, Bacolod City, Capiz, Lapu-lapu City, Negros Oriental, and Bohol 
  • MINDANAO: Zamboanga Del Norte & Zamboanga Del Sur Cagayan de Oro City and Misamis Oriental Region XI: Davao del Norte, Davao Occidental, and Davao De Oro (until 15 October 2021) Butuan City Surigao Del Sur.

City-bound travelers (RTRs, APORs, ROFs, and ROFWs) from low-risk areas (not listed above) must still register online and submit the necessary documents, but without the COVID-19 testing. The following is a link to the Balik Tacloban project: www.baliktacloban.tacloban.gov.ph.

TRAVELERS HEADING TO OTHER LGUs SHOULD NOT APPLY TO THE BALIK TACLOBAN PROJECT, but should instead coordinate their travel needs with their respective LGUs. The documents from their local governments will be presented at the airport upon arrival.

What are the new travel requirements to Tacloban City for 2021?

Reminder: Recent Executive Order signed by the City Mayor on October 29, 2021, has ease the travel restrictions going to Tacloban City. GUIDELINES LISTED HERE MAY NOT APPLY ANYMORE but you must still adhere to the minimum public health protocols.

Before the scheduled travel, ALL Travelers shall register under the BALIK TACLOBAN PROJECT platform through:


For this purpose, the Management Information Systems Division (MlSD} shall be the sole office responsible for collecting and processing the following data:

  • Complete name of the traveler;
  • Contact details of the traveler;
  • Contact person in Tacloban City (Name and contact number);
  • Place of origin;
  • Address of destination (with Barangay No);
  • Purpose of travel;
  • Estimated date, time, and place of Entry (airport, seaport, or road control point);
  • Estimated date, time, and place of Exit (airport, seaport, or road control point);
  • Mode of transportation; and
  • Such other relevant information may be required.


Upon registration, the traveler shall submit the result of their RT-PCR test (if from HIGH-RISK areas) that should be administered within three (3) days or seventy-two (72) hours or from the travel schedule, along with the following documentary requirements:

● APOR/Authorized Person Outside Residence (Government or Private Workers)
            ○ Office / Company ID
            ○ Official Travel Order with itinerary in Tacloban City or any equivalent document
 
● For Returning Tacloban Residents (RTRs):
            ○ Government-issued ID (for infants/children without valid ID: Certificate of Live Birth)
            ○ In case of Returning Overseas Filipino (ROF)/Returning Overseas Filipino Worker (ROFWs), they must submit the following: Government-issued ID; and Bureau of Quarantine Certification.

● For Transients or Visitors:
        ○ Government-issued ID

Within two (2) working days from the submission of the complete requirements enumerated above, an Acceptance Certificate with an imprinted Tacloban City SCAN QR Code shall be issued to the registered passenger, which documents shall be presented upon arrival.

All travelers (APORs, RTRs, ROFs/ROFWs, Transients) approved and given the Certificate of Acceptance by Tacloban City Mayor's Office will have their QR Code tagged as LSI/APOR for 10 days upon arrival in Tacloban City.

While the mandatory quarantine is no longer in effect, the tagging of the QR code is for monitoring purposes of the travelers who have recently arrived in Tacloban City. Travelers with tagged QR Codes can be allowed to enter offices and establishments, but it's within their final discretion to allow or restrict any individual who will enter their premises.

The QR Code of travelers will be automatically untagged after 10 days. Travelers lacking travel documents or manifesting flu-like symptoms will undergo the mandatory quarantine upon arrival as per Tacloban City Health Office.


What to do upon your arrival in Tacloban City?

Travelers bound for Tacloban City shall immediately proceed to the City Government's REFERRAL BOOTHS located at every point of entry and comply with the following protocols:

  • When the registered traveler arrives at the designated REFERRAL BOOTHS on the confirmed date, time, and place, the CDRRMO/TACRU/CSWDO will verify the traveler's identities by comparing the Acceptance Certificate to their government-issued IDs;
  • Following identity verification, the traveler may be asked to show their Health Assessment Clearance. A test result indicating that the traveler is an asymptomatic, non-close contact individual, if available, in accordance with item A, paragraph 2 of IATF Resolution No. 101, series of 2021;
  • In the case of an APOR, a Symptom-screening Certification, if available, stating that the traveler has passed symptom-screening at ports of entry and exit in accordance with IATF Resolution No. 98-A, issued on February 4, 2021;
  • The traveler will be released and allowed to board their own or designated transport vehicle after presenting the Acceptance Certificate. In no case shall the traveler be permitted to use a public transportation system such as a PUJ, PUV, or the like;
  • If the registered traveler exhibits symptoms upon arrival, they will be transferred to an isolation facility so that local health officials can monitor them. The said traveler shall be tested with an RT-PCR COVID test and processed in accordance with established medical interventions; and
  • Assume the traveler does not have any documentation required for the trip. In that case, their release shall be held in abeyance, and they shall be given time to complete the said documents without leaving the premises of the referral booth, or, at the traveler's option, without leaving the premises of the referral booth.


Who needs to register on the Balik Tacloban Website?


The following are eligible to register on the www.baliktacloban.tacloban.gov.ph/ website:

  • Returning Tacloban Resident (RTR)/Locally Stranded Individuals — residents of Tacloban who are currently outside Region 8 and want to return to their respective barangays in the City.
  • Returning Overseas Filipino Workers (OFWs) and Returning Overseas Filipinos (ROFs) — residents of Tacloban who are currently abroad but want to go back to the City.
  • Authorized Person Outside of Residence (APOR) who have transactions/work in Tacloban and will be staying in the city — individuals traveling to Tacloban for work-related activities/purposes.
  • Transients — individuals staying in Tacloban for a short period.

Note: For Tacloban-bound travelers (travelers staying in Tacloban) from high-risk areas (please read the list above at the start of the article for the high-risk areas), a negative COVID-19 test result will be required. Valid COVID-19 Testing results are antigen, RT-PCR, and Saliva Tests. QR Codes of newly-arrived RTRs, ROFs/ROFWs, and APRs will be tagged for 10 days for monitoring purposes.


What about individuals arriving only in Tacloban City but will go to other municipalities and/or residents of other towns?

Individuals who will only arrive in Tacloban for other towns must coordinate with their LGU of destination and “are not required to register on the website” and will not need to undergo COVID-19 testing.

If I am traveling from other towns within Region 8, what do I need to comply with?

If traveling from other towns in Eastern Visayas, you only need to download the Tacloban City QR Code and present a valid government-issued ID at the border checkpoints. Here is the link to the Tacloban City QR Code: www.safecity.tacloban.gov.ph.
